The citizen’s guide is a summarized and simplified booklet prepared in three languages i.e. Kinyarwanda, English and French meant to elaborate how government mobilizes and allocates resources among the national priorities agreed during the planning and budgeting processes.

This booklet is purposely to increase citizens’ understanding of the national planning and budgeting process and promotes their participation in both the planning and implementation of the selected priorities with feedback through established monitoring and evaluation mechanisms.
