The Rule of Law in Rwanda is a contentious topic. As many issues in Rwanda, the debate on theRule of Law is highly polarised. It seems hard to find a middle-way between outright believers pro or against Rwanda. This report describes the discussion about the Rule of Law in Rwanda in 2011,based on recent publications, including policy documents and reports from within and outside theGovernment of Rwanda. The various conflicting opinions and statements give an impression of the main discussions, and should enable the reader to form his or her own opinion.
