Disasters affect people disproportionally and threaten the rights and needs of people at risk. Particular groups in the community are more exposed and vulnerable than others and need special attention during the preparedness. These include low-income and labor-constrained individuals or households such as older people, people with disabilities, female-headed families, etc.
