During November and December 2017, two consultants, Théogène Habakubaho and Yves Renard, interviewed a wide range of institutions and experts, and reviewed relevant documents.
On the basis of these consultations, a working document was prepared and shared with all relevant institutions, including the individuals who were previously interviewed, and REMA convened a workshop on 22 February 2018 to present the document and gather additional experiences and recommendations. In addition, a number of individual interviews were carried out during the second half of February 2018 to complement those done in late 2017. This draft strategy is the output of this process, and is presented to REMA and other stakeholders for feedback and eventual validation.
